INTENT / 目的

To minimize the effects of construction activities on previously undeveloped sites, in order to protect habitat, preserve topsoil, limit construction pollution, and manage the project site to reduce compaction.

REQUIREMENTS / 要求

Do one of the following:

Option 1. Previously Developed Site

Locate all development on a previously developed site.

Option 2. Disturbance Boundary

Establish a construction disturbance boundary on the site for all construction activity and show the boundary on all civil and site drawings. Select and implement strategies in three of the following categories:

• Land Preservation — Limit disturbance to 40 feet (12 meters) beyond the building perimeter; 10 feet (3 meters) beyond surface walkways, patios, surface parking, and utilities less than 12 inches (30 centimeters) in diameter; 15 feet (4.5 meters) beyond primary roadway curbs and main utility branch trenches; and 25 feet (7.5 meters) beyond constructed areas with permeable surfaces.

• Topsoil Preservation — Stockpile and reuse the topsoil within the project's site boundary. The stockpiled topsoil must not be mixed with subsoil. Restore stockpiled topsoil to final grades in all areas not covered by buildings, structures, or pavement.

• Construction Pollution Prevention — Stabilization: Initiate soil stabilization measures immediately after grading activities have temporarily or permanently ceased on any portion of the site. Structural Control: Use structural control practices in accordance with the U.S. EPA's NPDES Construction General Permit or local equivalent. Sediment Control: Use sediment control measures to prevent sediment from being tracked off-site.

• Limits on Site Disturbance — Do not disturb the following: greenfields; land within 50 feet (15 meters) of any water body; land within 100 feet (30 meters) of any wetland; land that includes prime farmland or unique farmland; land that is habitat for species listed as threatened or endangered.
