INTENT 意图

To divert construction, demolition, and debris landfill waste by prior itizing reuse and recycling, and to encourage waste reduction at the source through design and construction practices.

REQUIREMENTS 要求

1. Waste Management Plan 废弃物管理计划

Develop and implement a Construction and Demolition Waste Management Plan that documents the following:

Designated recycling areas on-site for source separation

Identification of local recyclers, salvagers, and landfils to be used

2. AND — Divert Waste from Landfill 废弃物填埋转化

Divert a minimum percentage of construction, demolition, and debris waste from landfill and incineration (without energy recovery).

Source-Separated Minimum 源头分类最低要求：For BD+C projects, at least 50% of the diverted waste must be source-separated (not commingled). Commingled recycling is capped at 35% of total diverted waste, and only verified commingled rates count above 35%.

3. AND — Enhanced Multiplier for Reuse 再利用增强乘数

Materials that are reused off-site (salvaged and sent to another project) are calculated at 200% of their weight toward the diversion rate.

Specify mechanical fasteners (screws, bolts) instead of adhesives to facilitate future deconstruction.

Document deconstruction plan in specifications for key building elements.

Contractor Coordination 承包商协调

Require waste hauler to provide verified diversion reports with actual weights and diversion rates.
要求废弃物运输商提供经核实的转化报告，含实际重量和转化率。
Specify that commingled recycling must be accompanied by a facility-reported diversion rate (not industry average).
规定混合回收必须附有设施报告的转化率（非行业平均值）。
